The allowance is given (doled out) to the individual (wallah) in receipt of benefit, hence, the predominately working class expression of 'being on the dole." Dolewalla(h) is just a term used to describe a noncontributing member of the British economic organization.
A Dolewalla is anyone living off state 'hand-outs', not unlike the British "Royal Family".
